This is regarding "Rochester considers 30-year cell tower lease" article published on April 29.
Supervisor Duke didn't follow her usual practice and publish an agenda for the April 25 audit meeting. (As for every previous audit meeting). Therefore, the public didn't know that Homeland Towers was going to be present and make a presentation regarding a contract. The Town Board has been meeting for months in executive session, which according to the Attorney for the Town Rod Futerfas, was to discuss contract negotiations.
People are coming forward with proposals only now because the request for bids was not published in the newspaper. As for Councilman Miller's comment "Stop the wedding sort of notice," if the cell tower meetings were open from the beginning, no last minute applications would have been submitted. The Town of Rochester Town Board heard the initial Homeland Towers presentation in February 2006. After that no information was made public. Therefore, residents couldn't know what was happening.
The Town of Rochester has a Telecommunications Law. Supervisor Duke has presented the Planning Board with a request of waivers from that law. This too was discussed in executive sessions, the public being kept in the dark.
Now that it has been made clear that the Telecommunication Law is not really a law, but more of a suggestion, other business-minded people would like to apply for the same benefit of leasing Town Property and erecting cell towers.
The issue of politics was also brought up. This Town Board likes to blame politics for EVERYTHING. They blame the crime, bad press, and even public opinion as politically motivated. How pathetic!
Since we are on the subject of politics let me point out that Francis Gray is a REGISTERED Republican. However, his actions speak differently. Because the Republicans did not support Mr. Gray on his quest for power, he turned coat and went to the Democratic Party. Francis Gray sits on the Town of Rochester Town Board as a Democrat. He uses the Democratic Party in our town to further his own agenda just as Pam Duke does. Francis Gray remains registered in the Republican Party and attends Republican functions where he can gather information for the few individuals that would like to see the Republican Party in the Town of Rochester disappear.
